Prepared By Ministry of ICT and the Digital Economy - 2025Developed through consultations starting in April 2024 involving government, private sector, academia, and civil society, the strategy aligns with Kenya's Vision 2030, ICT Masterplan (2022-2032), Data Protection Act (2019), and regional frameworks like the African Union's Continental AI Strategy. It emphasizes building modern infrastructure (e.g., 5G, data centers, green energy-powered high-performance computing), robust data governance for research, and localized AI models to tackle national challenges, with cross-cutting enablers like regulatory reforms for ethical AI, skills development via literacy programs and curricula integration, and inclusive commercialization. Key focus areas span six domains: digital infrastructure, data R&D, talent, governance, investment, ethics/equity/inclusion, aiming to close gaps in regulation, skills, and investment while boosting R&D leadership. The strategy promotes public-private collaboration to enhance service delivery and positions Kenya as the 16th African nation with a national AI plan.
